The “20-Minute Rule” for category A and B vehicles arriving at Narva-1 border crossing point (Narva-1 BCP)
To ensure smooth border crossings and traffic flow at Narva-1 BCP we kindly draw the attention to the “20-Minute Rule” for category A and B vehicles, i.e. all A and B category vehicles have 20 minutes to proceed directly from Narva waiting area (Rahu 4a) to the Narva-1 BCP starting from receiving the notification of call to the border.
Vehicles arriving at the Narva-1 BCP later than 20 minutes are not allowed to cross the border and will be sent back to the waiting area to rebook a place in a border queue. In this case, drivers are expected to pay the reservation and waiting area fee (Narva waiting area rules).
*Pay attention on receipt- the action period is “20 minutes”.
1.1. The waiting area is a parking space located at the address Rahu, 4a, Narva, which is used for parking of vehicles that arrive in Narva for the crossing of the state border at the border station Narva 1.
1.2. The personnel of the waiting area acts according to the Agreement concluded with Ministry of
1.3. The Regulations for Use of the Transit Area (hereinafter referred to as Regulations) regulate inter-relations between the personnel of the AS Transservis-N and drivers of transit vehicles.
1.4. All motor vehicles (regardless of category) should make a reservation to cross the Estonian-Russian border. Clients can get free information about 1) waiting time in a queue; 2) expected time to be directed to the border checkpoint Web page www.eestipiir.ee or www.estonianborder.eu. Also, clients can get paid SMS notification.
1.5. The waiting area has to be used by drivers of all light vehicles, trucks, and buses, except public transport buses, which cross the Estonian-Russian border.
1.6. Only a vehicle from the waiting area allowed to the border. No reservation at the crossing point is possible.
1.7. All the vehicles have to be in the waiting area within the specified time written in pre-reservation.
1.8. The Police and Border Guard Board may allow a vehicle into a road border crossing point without reserving a place in the queue, waiting in the queue and passing the border crossing waiting area if it is necessary for the purposes of public order, national security or public health or if it is due to a work-related need or if it arises from the law, an international agreement or international custom or any other public interest.
2.1. Pre-reservation takes place at post #1.
2.1.1. Pre-reservation ( reserved in a system)
2.2.1. The driver of the vehicle is required to stop the vehicle before entering the transit area at the lifting gate. Automatic number plate recognition system records the car number and the lifting gate opens, the vehicle goes to the parking place. The driver should wait his turn (driver can see it on the digital screen). Then the driver gives a passport and the vehicle registration certificate to the operator of the waiting area, the operator of the waiting area gives a receipt to the client. After that, the car goes to the border checkpoint. This document is valid for 20 minutes; this time is given to come to the border checkpoint.
2.2.2 In the case of pre-reservation on the spot the driver should give the passport and vehicle documents to the operator of the waiting area. The driver gets a receipt after this procedure.
2.3. First-come, first-served basis
2.3.1 The vehicle comes to the lifting gate, the automatic plate recognition system records car number and the time; the driver makes reservation in the system.
184.108.40.206. At the self-service stand. The driver will be called to the border within 15 minutes after having entered the waiting area. In this case, the driver gives a passport and vehicle documents to the dispatcher of the waiting area (Post #2). He gets a receipt ( 0,00 euros) from the dispatcher and is directed to the border checkpoint.
220.127.116.11.At the self-service stand. The driver will be called to the border later than within 15 minutes after having entered the waiting area. In this case, the driver gives a passport and vehicle certificate to the operator of the waiting area. The driver pays 3,00 euros for waiting area service. After that, the car is directed to the border checkpoint.
18.104.22.168. At the operator of the waiting area. This reservation should be made at Post #1. The driver pays 4, 50 euros. The driver should wait until she/he is called (directed) to the border checkpoint. If the car leaves the waiting area, the automatic plate recognition system records car number when the car returns to the waiting area. The lifting gate opens, the vehicle goes to the parking place, and the driver of the vehicle should wait his turn (on the digital screen). After that, the driver gives to the dispatcher of the waiting area (Post #2) the passport and vehicle documents. The driver gets a receipt.
2.4. A-category vehicle makes a reservation according to point 2.3. (Except fixation of Automatic number plate recognition system).
2.5. D-category vehicle makes a reservation according to point 2.3.
2.6. Procedure for trucks begins with the preliminary stop in the waiting area. The driver of the truck should go to the operator in the waiting area (Post #1).
2.7. The priority to leave the transit area and cross the border is given to trucks which transport perishable and similar to them goods: refrigerated meat and fish products, dairy products, cheese, eggs, fruit, berries, mushrooms, flowers and plants, live goods, mail correspondence, periodicals. In the transit area vehicles with perishable goods have to undergo the procedure of electronic notifying of the Russian customs.
2.8 The driver of a truck wishing to cancel the reservation and leave the Waiting Area must return the receipt to the operator, who will do the cancellation in the database, and the driver will lose his place in the queue and will have to make another reservation.
2.9 A tow truck for cargo vehicles accepted in the queue in the Waiting Area without the semi trailer will be allowed in the customs control area of the border checkpoint also without the semi trailer.
2.10 Departure from the parking lines by trucks to the border checkpoint begins only with instruction from the personnel of the waiting area.
2.11 All vehicles should be placed in rows according to their category and traffic plan, and also according to instructions from the operator (Post #1) of the waiting area.
2.12 Drivers of all vehicles standing in the Waiting Area must observe the instructions of the staff of Transservis-N Company and follow traffic signs and observe traffic regulations (road markings and road signs).
2.13. The driver of a vehicle is required:
· to follow dispatcher’s information transmitted via loudspeakers and information showed on the electronic screen about the sequence of entering the border station;
· to follow the vehicles speed limit of 10 km/hour required for driving on the territory of the transit area;
· to make sure that the transit area is clean and in order; to take care of buildings and equipment located on the territory of the transit area.
2.14. Standing in the waiting area in cases not foreseen by the Regulations is considered to be parking.
2.15. Free services in the waiting area:
· Usage of restrooms.
2.16. On the territory of the transit area, the following is forbidden:
§ to set an open fire;
§ to use firefighting equipment for other purposes;
§ to make large-scale repairs of a vehicle;
§ to fuel a vehicle;
§ to pour oil products into waste containers;
§ to park vehicles with the leak of fuels and lubricants;
§ to consume alcoholic drinks and to be drunk.
§ to violate traffic rules and road signs’ requirements as well as road marking.
§ to damage transport organization equipment in the transit area.
2.17. In the case of the violation of the regulations for use of the transit area and the damage of its property the individuals who are responsible for it have to cover the damages to AS Transservis-N in full. In the case of violation of clause 15.6, the dispatcher on duty fines the driver as follows: fuel and lubricant spill off the size up to 30 cm² – 12, 80 euro, up to 1 m²– 32 euro.
2.18 In the case of not crossing the border or returning from the cross-border checkpoint (regardless of the reason), the Waiting Area services are considered to have been rendered and no refund can be claimed.
2.19. The order of leaving the Waiting Area for the border checkpoint is determined by the URSBC (unified reservation system for border-crossing).
2.20. If the vehicle remains in the Waiting Area 24 hours before and 12 hours after the assigned time of departure from the Waiting Area to the border checkpoint, it is automatically considered to be parking time and the driver will be charged at the rate of 1.30 euro/hour for each vehicle or trailer/semitrailer before it actually departs for the border checkpoint. Additional payment is not charged if the queue is stopped (the border checkpoint is closed), and the set time-limit is thus exceeded.

2.22 Transservis-N company does not violate the Regulations when the Waiting Area or the border checkpoint Narva 1 are overcrowded with vehicles that have not been registered in the database and whose drivers or other individuals demand to cross the border at checkpoint Narva 1 without registration in the database or skip the queue.
2.23 The speed of the stream of vehicles from the Waiting Area to the border depends on the intensity of work of the border checkpoints in Estonia and Russia. Transservis-N Company bears no responsibility in cases when Narva border checkpoint does not accept vehicles according to the date and time reserved in the database of the system for vehicles crossing the border.
