Starting from 2nd january 2012 it is possible to request the priority right electronically.
Starting from 01.08.2011, while the system of administration of border queue was implemented, the Ministry of Interior has received a lot of feedback that contain several different proposals for supplementing the system. Many proposals are related to forwarding to border in preferential order and need for multiple booking.
One of the main basic pillars of the system is an option to book the time of directing to border and to head for the waiting area within the time specified. In order to avoid abuse, a person has a possibility to effect one booking at a time. New booking can be made, if state border has been crossed or if previous booking has been declared void. Drawback of the afore-named restriction is the fact that persons who have to cross the border frequently (working in the neighbouring country, having close business relations, etc.) may also effect one booking only and thus, they are forced to apply for priority right for directing to border in order to reach timely to work or business meeting.

5 (4) of the State Borders Act contains the list, in which cases the vehicle is granted the right to priority order for border crossing. In the first four clauses certain cases have been described when the vehicle has the right for priority order in the border crossing queue, but in clause 5 it has been brought forth that place in waiting queue can be taken in priority order for the vehicle that has other good and urgent necessity. Different cases fall under this category and as a rule, these are proceeded in the waiting area in cooperation with the border control point.
In order to solve the given situation, there was developed a part in the information system that enables the authorised users to apply to the Police and Border Guard Board for the right to effect several bookings simultaneously and/or for the right to be directed to the border in priority order. By receiving the relevant right, a person has an option to effect several simultaneous bookings in the system and/or to book forwarding to border in priority order already in the information system. This part can be used by persons who need to use this advantage multiple times, for example, the person is residing in Estonia, but is working permanently in the Russian Federation, or the person has close business contacts and proceeding from this, several simultaneous bookings have to be made or to apply for being directed to border in priority order from time to time as the border queue is long and otherwise the waiting time would be unreasonably long. Single applications for being directed to border in priority order are proceeded continually in waiting areas.
The rights to be granted by the new application are the following:
1) an option to book simultaneously several places in the waiting queue;
2) an option to book simultaneously several places in the waiting queue and to get the place in priority order in the waiting queue.
The given rights are granted for limited period. The first time, relevant rights are granted for 90 days, the second time – for 90 days and by the third application – for 180 days. In case of the fourth application, relevant rights are given for 360 days. Recipient of relevant right shall apply for the new right for the following period every time as granted rights are not extended automatically.
Applications for priority right (holding of several bookings, directing to border in preferential order) are proceeded in the Police and Border Guard Board. A response to an application shall be provided not later than within 30 calendar days after the date of registration thereof. (Basis: section 6 of the Response to Memoranda and Requests for Explanations Act).
The Police and Border Guard Board have the right to ask for additional data (documents) that confirm the need of the applicant. If an applicant does not submit the additional documents within the time foreseen or if real need does not become evident on the basis of the submitted relevant application, then the Police and Border Guard Board have the right to refuse granting of the right in question. If the Police and Border Guard Board establish abuse of the right given to an applicant, then this right shall be declared void. Decision will be sent to an e-mail address referred to in the application.
